ARCO was the acronym for A. Rosenberg COmpany, a Hong Kong-based production company that started around 1967. Mattel acquired Arco in 1986. The business then became a major subsidiary brand of Mattel, producing various budget-priced dolls, toys, and Disney toy lines -- including the yo-yo in this exhibit. By the time the handover of the British colony of Hong Kong to Chinese rule took place July 1, 1997, the toy business and research between Mattel and Arco died off.
These licensed Disney Mickey and Donald yo-yos—with the raised relief of Mickey Mouse's head on one side and Donald Duck's head on the opposite side—are fairly common and easy to find in various conditions. Plastic body colors were either red or blue. No response and a fixed, metal axle. The yo-yo can be found in two different packaging variations. The packaging in this exhibit is the earliest version from about 1983, three years before Mattel acquired Arco in 1986. The lower portion of the card front is printed with the following:
