Donald F. Duncan Sales and Promotions out of Tuscon Arizona released a line of plastic yo-yos in 1984 that had fixed metal axles. This particular model is the Pro-Spin Olympian and is shaped slightly different from the Pro-Spin Slinger Imperial model. The side caps are removable so you can change out the pog.
