Mr. Bubbles Gripster Yo-Yo by Tootsie Toy, manufactured by, interestingly enough, Strombecker Corp. of Chicago, IL.

I'm not sure if the soft rubber fins on the yo halves created some sort of noise effect. Interesting design at any rate. Need more information about it.
